§ Mr. HillIt is for the Health and Safety Executive, as the sole regulator for railway safety, to ensure that Railtrack meets, and where necessary improves, its safety standards. The Health and Safety Executive have a memorandum of understanding with the Rail Regulator to facilitate liaison between the two organisations.
