Further to the Written Answer by Lord Whitty on 28 July (WA 205) whether "an intentional act of fare evasion" by London bus passengers is fraud or fraudulent behaviour [HL4462]

These are operational matters for London Regional Transport. I understand that an "intentional act of fare evasion" includes behaviour which may be considered fraudulent.
