How many pupils in England, showing boys and girls separately, were designated as having special educational needs but without a statement of special educational need in each of the last 20 years; and what proportion of the total number of pupils they represented.[HL4570]

The available information is shown in the table. Information on pupils with special educational needs is derived from returns made by schools in January each year, where schools report the total number of their pupils with statements of special educational needs. They also report those pupils who have special educational needs without statements. These latter are pupils who are at stages 1 to 4 of the Special Educational Needs Code of Practice, including those who are being assessed for statement or being considered for statements.
