To ask the Minister of Agriculture, Fisheries and Food what changes are proposed to the Departmental Expenditure Limit for his Department for 1999–2000. [97834]

The Ministry of Agriculture, Fisheries and Food's Departmental Expenditure Limit (DEL) will be reduced by £42,504,000 from £1,267,812,000 to £1,225,308,000. The reduction is the net effect of an Intervention Board (IB) running cost End Year-Flexibility (EYF) take up of £2,310,000; a £150,000 transfer from DTI; a £264,000 net increase in receipts for the Centre for Environment, Fisheries and Aquaculture Science; and a transfer of £44,700,000 to the territorial departments for Hill Livestock Compensatory Allowance (HLCA) payments.

Within the DEL there will be transfers from IB to MAFF of the following:

  1. (i) an additional £22,000,000 for enforcement of Specified Risk Material (SRM) controls;
  2. (ii) a reduction of £8,000,000 in SRM receipts by the Meat Hygiene Service;
  3. (iii) an increase of £15,300,000 for HLCAs;
  4. (iv) £1,000,000 for a business support measure; and
  5. (v) a reduction of £9,000,000 in receipts from charging for cattle passports.
