§ Dr. Howells[holding answer 28 October 1999]: Confidentiality requirements placed on witnesses in inspections, above those set out in statute for which there are criminal penalties, are a matter for inspectors. However the Department encourages inspectors to make clear to all witnesses the general and continuing confidentiality of the inspection process.
