To ask the Secretary of State for the Environment, Transport and the Regions if he will estimate the average increase in(a) gross council tax bills and (b) net council tax bills of pensioner households between 1998–99 and 1999–2000. [96674]

The Department does not hold administrative data on council tax bills by pensioner and non-pensioner households from which the average increase in gross and net council tax bills of pensioner households between 1998–99 and 1999–2000 could be estimated. The latest information from the Family Resources Survey on pensioner households relates to 1997–98.

To ask the Secretary of State for the Environment, Transport and the Regions if he will estimate, based on his Department's administrative data for each of the last 10 financial years, the average level of(a) gross council tax bills and (b) net council tax bills expressed as a percentage of household income, for the whole population, and separately for pensioner and non-pensioner households. [96675]
