§ Mr. Charles ClarkeGuidance on the operation of anti-social behaviour orders (ASBOs) was issued in March 1999 and applies to anti-social behaviour from wherever it emanates. My right hon. Friend the Home Secretary wrote in October to Chief Executives and Chief Officers of police to remind them of the use to which ASBOs could be put.
