asked Her Majesty's Government:

Whether the governments of the five permanent members of the United Nations Security Council whose Foreign Ministers participated in the joint statement of 23 September are bound by the statement's call for continued efforts to strengthen the Anti-Ballistic Missile Treaty and to preserve its integrity and validity, so that it remains a cornerstone in maintaining global strategic stability and world peace and in promoting further strategic nuclear arms reduction.
