asked Her Majesty's Government:

Whether the condition of the interior of the Blackfriars underpass in central London is appropriate to a world capital city in Millennium Year; and, if not, what action they propose for its improvement. [HL4423]

The condition of this underpass is a matter for the hghway authority, the London Borough of Southwark. Works were completed four years ago, this included murals depicting the building of the Blackfriars Bridge running throughout the length of the underpass. On inspection the Council found the underpass was clean and tidy. There was a small amount of graffiti, which should have been removed by now under the Council's 24-hour contract specification. Recent photographs of the underpass have been deposited in the Library.
