asked Her Majesty's Government:

Whether, as reportedly stated by the Albanian Foreign Minister, Mr. Paskal Milo, the United States at Rambouillet (or elsewhere) has guaranteed the NATO presence m Kosovo, which will support the establishment of democratic institutions in the transitional period, and has guaranteed that the Kosovo Liberation Army (KLA) would be assisted in its professionalisation arid adjustment to Kosovo's political and military life by becoming part of the Kosovo military forces with direct funding from the United States, with an official in the United States State Department designated to carry out this work; and if so—

  1. (a) whether these arrangements were agreed by the Contact Group after the KLA agreed to sign the Rambouillet documents;
  2. (b) whether they explicitly formed part of the Rambouillet agreements that the Serbian authorities were invited to agree to and;
  3. (c) whether they were compatible with the arms control provisions of the Rambouillet proposals, specifically the disarming of the KLA. [HL2439]
