HL Deb 26 May 1999 vol 601 cc96-8WA
The Countess of Mar

asked Her Majesty's Government:

Against what criteria written and oral English language skills of non-United Kingdom European national veterinary surgeons are assessed; by whom they are assessed; what form the assessment takes; and what are the assessor's qualifications. [HL2369]

Lord Donoughue

The language ability of non-United Kingdom European national veterinary surgeons attending the official veterinary surgeon training course is assessed during the course. The ability of European national veterinary surgeons to communicate effectively in English with all parties is assessed via a range of methods, including their participation in discussions and tutorials, as well as the giving of presentations. In addition, they are required to complete written tests in English on case studies and legislative requirements relating to meat hygiene.

In addition, the language ability of OVSs is assessed through face-to-face training with the local Divisional Veterinary Manager (DVM) of the State Veterinary Service as part of their appointment as local veterinary inspectors of MAFF.

The assessment of their language ability is made by MHS Principal OVSs and DVMs whose first language is English.
