§ Mr. MacdonaldOur broad plans to modernise the NHS in Scotland were set out in the White Paper "Designed to Care", which we published in December 1997. That programme is now being implemented in detail, and the primary legislation required is currently before Parliament. Our intention now is to consolidate the modernisation process.
From 1 July 1999, this will be a matter for the Scottish Parliament.
