asked Her Majesty's Government:

Further to the statement by Baroness Hollis of Heigham on 4 May (H.L. Deb., col. 545), what are their reasons for believing that the Social Security Act 1986 is compatible with Article 1 of the First Protocol of the European Convention on Human Rights in changing spouses' benefits under SERPS so as to cut back accrued rights. We do not believe that the reduction in SERPS deprives anyone of a possession within the meaning of Article 1 of the first protocol to the convention.
