asked Her Majesty's Government:

Whether they will publish data for Wales showing, for state primary and secondary schools separately, the amount of money spent per pupil, the total amount of money spent and the percentage of the total budget spent on:

  1. (a) pupils with Special Educational Needs and with Statements of Special Educational Need; and
  2. (b) pupils with Special Education Needs but without Statements of Special Educational Need,
in each of the years 1983 to 1998 showing data separately for boys, girls and all pupils and including, for each category of school, the number of schools and the number of pupils on roll. [HL2213]

Information in the form requested is not available centrally. The financial returns that local education authorities are required to prepare under Section 52 of the School Standards and Framework Act 1998 will make it possible from 1999–2000 onwards to identify the provision made for pupils with special educational needs at both local authority and school level. This matter will become the responsibility of the National Assembly for Wales.
