Whether high altitude bombing is prohibited in the general area where there are (a) nuclear plants and (b) pharmaceutical and chemical plants, releases of mixtures of whose products could be dangerous to humans, animals or plants; and whether nuclear or chemical releases so triggered would count as mass destruction. § Lord GilbertWe take the need to avoid dangerous emissions from nuclear and chemical plants fully into account in making our decision on targeting. The UK will comply with its obligations under the First Geneva Protocol.
