§ Mr. BayleyAll responses to the consultation were read and the results were fed into a qualitative analysis of respondents' views, which provided the basis for my previous answer to my hon. Friend. A record was kept of the policy areas on which each respondent commented but this did not include a record of the detailed points made in each case. To provide a list of individuals and organisations that made the particular points identified would involve re-examining every response and would incur disproportionate cost.
