§ Mr. MealeNot for the part of the Control of Major Accidents Hazards Regulations (COMAH) which relates to health and safety. COMAH also contains environmental requirements. Environment matters are to be devolved in Scotland. Ministerial functions in connection with the provision of information by the competent authority, insofar as the exercise of these functions concerns the environment in Scotland, are transferred to Scottish Ministers by virtue of section 53 of the Scotland Act 1998.
