§ Mr. RaynsfordWe are keen for local authorities to pursue transfer where it is clearly part of their housing strategy and will improve the living conditions of tenants and the service they receive. However, authorities are under no compulsion to transfer their stock. Our aim is to ensure the delivery of improved efficiency, effectiveness and responsiveness to tenants.

§ Mr. RaynsfordThere have been thirty-one transfers of local authority housing under either the Large Scale Voluntary Transfer programme, or with funding from the Estates Renewal Challenge Fund since 1 May 1997.
