§ Mr. TimmsOur intention to review the minimum funding requirement was announced in the Green Paper "A new contract for welfare: Partnership in Pensions", which was published on 15 December 1998.
The announcement of the terms of reference of the review was by means of a press release on 3 March. On the same day details of the terms were sent to the National Association of Pension Funds, Confederation of British Industry, Trades Union Congress, the Association of British Insurers and the members of the Faculty and Institute of Actuaries.
