Further to the Written Answer by the Baroness Symons of Vernham Dean on 8 March (WA 9), whether, while urging the Russian Duma to ratify the START II agreement, they are also urging the Government and Congress of the United States not to proceed with proposals to withdraw from the Anti-Ballistic Missile Treaty on which the details of the START II agreement are based.
