§ Mr. StrawSurveillance by the police and security service must be carried out in a way compatible with the European Convention on Human Rights to which the United Kingdom adheres, even before its incorporation into United Kingdom law. My Department is currently considering whether further changes are needed to the framework of controls on the use of surveillance.
