To ask the Secretary of State for the Environment, Transport and the Regions if he will make it his policy that the net proceeds from road user charges and the workplace parking levy are treated as additional to central Government funding for transport in London. [76472]

It is already government policy that any revenues from charging schemes brought forward by the Mayor or boroughs will be additional moneys for spending on measures which support the Mayor's transport strategy.

The Greater London Authority Bill will require charging authorities to maintain separate income and expenditure accounts for each charging scheme. These accounts will be published annually. This will guarantee transparency, and make it clear to Londoners that charging revenues are additional moneys.
