arrangements will be published in the usual way once agreement has been reached. Remuneration for new Trust Chairmen is also under review but is likely to be around £600,000 in total for 28 Trusts in Scotland for each of the years requested; this is approximately £250,000 less than current annual remuneration. Chairmen's remuneration is non-pensionable.

From 1 July 1999, this will be a matter for the Scottish Parliament.

To ask the Secretary of State for Scotland if he will publish the financial targets set for each NHS trust in Scotland and the surplus or deficit incurred in each year since 1992–93. [76145]

Mr. Galbraith

NHS Trusts in Scotland are required by the NHS in Scotland Management Executive to achieve three financial targets.

These financial targets are to break even on the Income and Expenditure Account, after payment of interest and dividends taking one year with another; to produce a 6 per cent. return on net relevant assets before interest and dividends; and to achieve it's External Financing Limit as set.

The table shows the surplus and deficits (after payment of interest and dividends) incurred by each Scottish NHS Trust in the years (a) 1992–93, (b) 1993–94, (c) 1994–95, (d) 1995–96, (e) 1996–97 and (f) 1997–98. Surplus and deficit figures are not yet available for 1998–99.

The deficits incurred by Trusts often arise as a result of the losses on disposal of fixed assets in-year.
