asked Her Majesty's Government:

Whether they support the German Government policy of seeking to review NATO's nuclear philosophy, including the endorsement of first use, or whether they support the United States Government's policy of discouraging such a review; and what their position will be on this issue at the forthcoming NATO summit in Washington. In preparation for the Washington summit, we are considering with our allies all aspects of NATO security policy, to ensure that it reflects the current security environment. This includes the role of nuclear weapons.
