asked Her Majesty's Government:

Further to the Written Answer by Baroness Symons of Vernham Dean on 18 February (WA 84), whether they support in principle the drafting of an additional protocol to the European Convention on Human Rights to broaden the scope of Article 14 of the convention so as to reflect the protection in Article 26 of the International Covenant on Civil and Political Rights. The Government have not yet taken a position of principle for or against the drafting of such a Protocol. We have been taking a constructive part in the negotiations and will take a decision on whether to support any resulting text in the light of its terms.
