What arrangements have been made for debating in Westminster matters relating to Scotland and governmental matters devolved to the Scottish Parliament after 1 July 1999; and [HL1092]

What arrangements have been made for the answering of written and oral parliamentary Questions relating to Scotland and governmental matters devolved to the Scottish Parliament after 1 July 1999. [HL1093]

The House will need to consider how to handle Scottish business after devolution. Ministers in the United Kingdom Government will, in general, no longer have responsibility for matters which are within the legislative competence of the Scottish Parliament or the executive competence of the Scottish Ministers. They will continue to answer questions about matters within their responsibility.
