asked Her Majesty's Government:

Whether they have examined the study on "netwar" (including cyberwar and sabotage) produced by the Rand Corporation for the United States Deputy Chief of Staff, Intelligence; whether they are considering co-operating with the United States authorities in cyber-targeting the Association for Progressive Communications (APC), which provides low cost services to non-governmental organisations and others; and whether such cyber-attacks would be lawful. The Government have frequent access to studies and other literature produced by Rand and other think-tanks, including those covering information warfare and the effects of malicious electronic attack. I am not aware of the specific study to which the noble Lord refers. We are not undertaking any activity relating to the Association for Progressive Communications.
