Further to the Answer by Lord McIntosh of Haringey on 24 June (H.L. Deb., col 1064) that "We have taken the view that, although there are important constitutional considerations, those considerations would not rule out membership of EMU if the balance of economic advantage were in favour of our membership", whether they will list each of the important constitutional considerations. The Chancellor of the Exchequer, in his October 1997 statement to the House of Commons on the single currency, said that "the constitutional issue is a factor in the decision [to join EMU], but it is not an over-riding one". He acknowledged "that to share a common monetary policy with other states does represent a major pooling of economic sovereignty".
