Mr. McCabe

To ask the Secretary of State for Health how the spending of public funds by community health councils is audited and scrutinised. [93211]

Mr. Denham

Community health councils are subject to internal audit by the National Health Service Executive. They also produce an annual financial report.

Mr. McCabe

Mr. Denham

Community health councils (CHCs) are subject to the regulations under which they were established. They are accountable to the public, the establishing body, Parliament and the courts. National Health Service Executive Regional Offices maintain strategic links with CHCs.

Mr. McCabe

Mr. Denham

As far as we are aware, there have been no occasions in the past five years when the actions of community health councils have been subject to judicial review

Mr. McCabe

To ask the Secretary of State for Health how the funding of community health councils is determined. [93210]

Mr. Denham

Community health councils are funded centrally at a level judged appropriate to cover the expenditure they reasonably incur in the course of performing their functions.
