§ Dawn PrimaroloThe Commission's proposal, which provides for Member States to apply a reduced rate of VAT to certain local labour-intensive services on an experimental basis, is still under discussion in a Council working group. Member States have been asked to draw up a list of services which would be covered by the measure but no agreement has yet been reached.
