§ Kate HoeyAt the time of the decision to make a formal application for the United Kingdom to participate in certain elements of the Schengen acquis, which was submitted by letter on 20 May 1999, all the Decisions and Declarations of the Schengen acquis listed in theOfficial Journal of the European Communities of 10 July 1999 had been seen by officials of the Home Office and had been sent to the Scrutiny Committees of both Houses.
