To ask the Secretary of State for the Environment, Transport and the Regions when the results of the work commissioned by the Government into policy instruments to correct market failures in the demand for secondary materials, referred to in the draft Waste Strategy for England and Wales, will be published. The report of the research commissioned by my Department from independent work commissioned by my Department from independent consultants ECOTEC Research and Consulting into "Policy Instruments to Correct Market Failure in the Demand for Secondary Materials" was published this week.

The Government will consider this work further and we would welcome views on the report as part of the draft waste strategy consultation by 17 September 1999. The results of this consultation exercise will help to inform the development of the final waste strategy.

Copies of the report have been placed in the Library.
