§ Mr. MealeThe Environment Agency has powers to undertake flood defence works on designated main rivers, including the River Severn and is also responsible for flood warning dissemination in England and Wales. MAFF have policy responsibility for flood defence in England. The National Assembly for Wales has equivalent powers for Wales.
