§ Mr. MealeThe total expenditure on the Government's Home Energy Efficiency Scheme (HEES) in each year from the start of the scheme in 1991 is as follows.

Since this is a devolved function, the most appropriate method of dividing the moneys between the proposed New Home Energy Efficiency Scheme (HEES) in England and the separate programmes in Scotland and Wales will be considered shortly, taking account of the extent of fuel poverty in each.
