To ask the Secretary of State for Trade and Industry for what reason no conclusion was reached at the Environment Council on the proposed directive on end-of-life vehicles. [91223]

At the Environment Council meeting on 24 June, the Presidency concluded that it was not possible to reach a Common Position due to concerns about the date of application of the producer responsibility obligations in respect of existing vehicles. The incoming Finnish Presidency intends to find a solution to this issue during its Presidency, and will schedule a further discussion with other member states on this Directive.

These concerns affect an important industry and need to be considered carefully. I am confident that an outcome acceptable to all can be found.
