§ Mr. George HowarthIf an offender wishes to resettle permanently in another country before his licence period expires, permission to do so may be granted by the probation service, the Parole Board or the Secretary of State, depending on the length of sentence, provided that certain criteria are met. The licence period is an integral part of the custodial sentence imposed for offences committed under United Kingdom law; it is not possible for the enforcement of the licence conditions to be transferred to a foreign jurisdiction.
