To ask the Secretary of State for the Environment, Transport and the Regions if he will issue guidance to councils on their obligations under section 143 of the Highway Code relating to designated parking spaces near a junction on double yellow-lined highway; and if he will make a statement. [holding answer 28 June 1999]: I assume my hon. Friend is referring to designated parking places near junctions. The Highway Code makes it clear in Rule 217 that motorists should not park within 10 metres (32 feet) of a junction, except in an authorised parking space. It is entirely a matter for the local authority concerned to decide in the circumstances of each case whether it is safe to designate a parking space within 10 metres of a junction.
