§ Mr. HoonWe have indicated to the Israeli Government our concern that Israeli settlement building and access road construction in the Occupied Territories is an obstacle to peace. We shall continue to do so. Meanwhile, we welcome the stated commitment in Prime Minister Barak's coalition guidelines that no new settlements will be created pending the outcome of the final status negotiations.

§ Mr. HoonWe were concerned at the recent Hizbullah attacks on northern Israel and the subsequent Israeli bombing of Lebanon. We have made representations to urge all parties to show restraint and to respect the April Understandings.
