§ Mr. BoatengThe police already have powers to issue fixed penalty notices for a number of cycling offences. We propose to introduce a further one for cycling on the pavement from 1 August. The fixed penalty is not an on the spot fine, payment will not be required on the spot and the person receiving it can challenge its issue in court.
