HL Deb 06 July 1999 vol 603 cc81-2WA
Lord Tebbit

asked Her Majesty's Government:

How many people have died since 1963 in Scotland at the hands of persons previously convicted of homicide. [HL3065]

The Parliamentary Under-Secretary of State, Scottish Office (Lord Sewel)

During the period 1963 to date, a total of five persons in Scotland are known to have been murdered by persons who had previously been convicted of murder in Scotland. In addition a further seven persons found guilty of murder had a previous conviction for culpable homicide or manslaughter. Information is not readily available over this time period for those with a second conviction for culpable homicide.

This is now a matter for the Scottish Parliament.
