To ask the Prime Minister if he will identify the Secretary of State referred to in Paragraph 13 of the report of the Commissioner for 1998 in respect of the Intelligence Services Act 1994. [88715]

The Prime Minister

[holding answer 29 June 1999]: As has already been made public, my right hon. Friend the Secretary of State for Scotland has confirmed that reference was to him and that he acted in accordance with long-standing procedures which were in place at the time.

The Commissioner's Annual Report made no criticism of any Secretary of State, but the Government will take account of advice received from the Commissioner and introduce any necessary procedural changes.
