§ Mr. Charles ClarkeWe received over 3,600 responses to consultation on the proposals in the Green Paper, "Excellence for all children: meeting special educational needs". In the light of those responses, and advice from the404W National Advisory Group on Special Educational Needs, we published "Meeting Special Educational Needs: A programme of action" in November 1998. The Action Programme explains how we will implement our policies for children with special educational needs for the remainder of this Parliament.
