§ Lord Williams of MostynThe Government's strategyModernising Mental Health Services, which was published on 8 December 1998, explains that the Government are considering proposals to create "a new form of reviewable detention for those people with a severe personality disorder who are considered to pose a grave risk to the public". The Government intend to make a further separate announcement on this issue shortly.
