§ Mr. BattleIn the White Paper, the Government proposed a two-tier approach: an open consultancy group open to all interested parties, and a smaller steering group which would carry out most of the detailed work allocation and progress chasing. The steering group met on 21 December 1998, to discuss its terms of reference, which are set out, and to consider the way forward. The meeting was chaired by my Department: the members of the Steering Group are also listed.
