Mr. Gorrie

To ask the Secretary of State for Scotland what sums his Department currently allocates to councils for each person provided with residential accommodation under Care in the Community. [66636]

Mr. Galbraith

[holding answer 26 January 1999]: The allocations of resources to councils for their community care responsibilities are calculated with reference to a range of indicators, and not by allocating a sum per person. These indicators are agreed in consultation with COSLA.

The resultant distribution forms part of each council's Grant Aided Expenditure assessment which individual authorities allocate to services on the basis of local need. The Grant Aided Expenditure allocations for councils' social work responsibilities announced in the recent local government settlement for 1999–2000 total £1.1 billion, an increase of £50 million on the current year.

From 1 July 1999 this will be a matter for the Scottish Parliament.

[holding answer 26 January 1999]: The number of adults cared for in local authority residential homes and the number in private or voluntary homes who are wholly or partially funded by local authorities in Scotland at 31 March 1997, are provided for each local authority in the table.

To ask the Secretary of State for Scotland what figures his Department uses to determine the economic charge per room which housing associations and other providers under the Care in the Community scheme have to charge to meet the registration standards set for staffing, food and accommodation and their loan charges. [66638]

Mr. Galbraith

[holding answer 26 January 1999]: We do not calculate charges per room. Supported accommodation is only one of a large range of care options available to councils to meet their community care responsibilities. The distribution of funding—which is undertaken in consultation with COSLA—is not based on the cost of any one option.

From 1 July 1999 this will be a matter for the Scottish Parliament.
