HC Deb 25 January 1999 vol 324 c82W
Sir Teddy Taylor

To ask the Secretary of State for the Home Department to what extent his Department treats EU legislation as an international agreement; and if he will make a statement. [66914]

Kate Hoey

Legally binding instructions adopted pursuant to Title V or Title VI of the Treaty of European Union (the "Second and Third Pillars") are treated as international agreements governed by international law. In this way, they differ from legislation adopted under the Treaties establishing the European Communities, which forms part of community law.
