What is the cost of applying payment of the £20 winter fuel allowance to those persons in each of the top two bands of income tax. [HL472]

For the 1998–99 tax year, it is estimated that the Exchequer cost of winter fuel payments to those persons paying basic rate or higher rate tax will be around £25 million.
