§ Mr. StrawI explained in the reasons for my decision to issue an authority to proceed on 9 December 1998,official report, columns 213–17, that I had not accepted a representation made on behalf of Senator Pinochet that I should disregard the House of Lords' judgment on the grounds of alleged bias on the part of one of the Law Lords.
It was not for me, as Home Secretary, to question the basis on which the House of Lords has come to a particular decision.
