§ Mr. Battle[holding answer 14 January 1999]: It is my intention to proceed with these reforms as soon as it is possible to do so. The Programme Director responsible for the process of implementing new trading arrangements is currently examining the steps required to meet the suggested target implementation date of 1 April 2000 contained in OFFER' s Proposals document published in July 1998. He will provide further advice on the timing of implementation in due course.
