To ask the Minister of State, Lord Chancellor's Department, pursuant to paragraph 35 of the explanatory notes to the Access to Justice Bill [Lords], by what percentage average payments in civil and family cases rose between 1991–92 and 1997–98; and what was the reason for the size of the increase. The percentage increase in average payments in each year, was as follows:

1992–93 8.8
1993–94 7.8
1994–95 14.7
1995–96 10.1
1996–97 13.3
1997–98 12.4

There is no single factor which explains these increases. However, the main reason is growth in the amount of work claimed per case.
